Like all old fashioned crafts, rug hooking is fundamentally low-tech and SIMPLE. A hoop or frame is used to keep an open weave foundation fabric (traditionally burlap) stretched taut.

Narrow strips of wool fabric are pulled up through the mesh of this foundation to form a series of little loops, one by one, forming a uniform pile.
